In fact, the expected reduction may not happen. It is likely that the maximum daily demand for mopeds is 25 or smaller, and in this case, the proposed lower limit would not work.

　　A question that follows is about to what mopeds the accidents happens. Since mopeds serve as a popular form of transportation on the island, there must be mopeds that are not for visitors’ rental but belong to the island’s local residents. What if it is the locals’ personal mopeds that has caused a substantial portion of the accidents? In this case, limiting the number of rentals does not effectively help reduce accidents.
