Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

“On Balmer Island, where mopeds serve as a popular form of transportation, the population increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by the island’s moped rental companies from 50 per day to 25 per day during the summer season. By limiting the number of rentals, the town council will attain the 50 percent annual reduction in moped accidents that was achieved last year on the neighboring island of Seaville, when Seaville’s town council enforced similar limits on moped rentals.”

看下面三个分析:
The immediate question is whether the lower limit on the number of mopeds that would be allowed for renting would reduce mopeds running on the island. In fact, the expected reduction may not happen. It is likely that the maximum daily demand for mopeds is 25 or smaller, and in this case, the proposed lower limit would not work.
个问题问完,我们看接下来这个问题,怎么承接现在这一问。
A question that follows is about to what mopeds the accidents happens. Since mopeds serve as a popular form of transportation on the island, there must be mopeds that are not for visitors’ rental but belong to the island’s local residents. What if it is the locals’ personal mopeds that has caused a substantial portion of the accidents? In this case, limiting the number of rentals does not effectively help reduce accidents.

At this point, there is a further question. Does the total number of mopeds running on the island affect the number of accidents? The answer may be negative, since those accidents happen for multiple reasons, not limited to the total number of mopeds. For example, poor road conditions, such as rough surface of roads, and poor visibility at intersections can also lead to accidents although the number of mopeds is reasonable.
